Peking, May 17, 1903. NEW Commercial Treaty, Your Lordship's telegram No. 58 of the 17th April. It seems clear from conversations with Shêng that Chinese Government have little expectation of Article VIII being accepted by other Powers, and have made no arrangements for giving effect to it.
On the ground that Article VIII cannot come into force till accepted by other Powers, and that none have yet agreed to increase of duty of 12 per cent., Wai-wu Pu still refuse particulars of proposed arrangements, though I have supplied them with fuller explanations after consulting China Association.
I have not referred to the possibility, if required explanations are not given, of ratification being refused by His Majesty's Government.
